Todo List: Rebuild Perl 5 packages

For FHS reasons, our Perl 5 library directories such as /usr/lib/perl5/core_perl and /usr/lib/perl5/vendor_perl will be moved directly to /usr/lib/perl5 while /usr/share/perl5/site_perl will be moved to /usr/local/lib/perl5. Every linked Perl 5 packages needs to be rebuild. There will likely be broken packages.

It is a todo list of packages that either have a link to Perl 5 library directories.
